, l.That this institution shall be called the Christchurch Mechanics'lnstitute.
' 2. Tliat the objects of this institute be the mental improvement and recreation of its members by the establishment of a library and.reading rooms, the delivery of lectures, and the formation, of discussion and other classes.'. . '." V' ,
3. That the terms of subscription to this institute shall; be one jibund one shilling (j£-lf Is.) per annum, or seven shillings and sixpence per quarter. All subscriptions to ; be paid in advance. •:■■•■■■•-'■
. 4:'; That the. government of this institute shall he vested in a managing committee;;consisting of the president, secretary,. treasurer, and librarian, and twenty-one (21) committee-men; all to be elected annually.: ' ' , . , ," •■;■>.;;.
5.. The president shall be chairman of all public, general, and committee meetings of.the members, of this institute; and the ruling of the president snail be absolute on all-points of order at any meeting.
6. In the event of any appeal against the'decision of the president, the same be decided at the next business meeting of the members of the institute.
7. That at all Committee meetings; such meeting shall elect its.own chairman. . ■-.;.>■>•■■■.
8. The treasurer shall receive and pay.all monies for and on behalf of this institute, and shall have the general house management, subject to the approval of the committee. " .•'. :
9. The secretary shall keep correct minutes of the proceedings, conduct : the ' correspondence, and summon all meetings of the members of this institute. ;••-.-. -; .■•. ■'•" -': ■ -;- -r- ;'■
10. The librarian shall have charge of the library of the. institute, order new books, subject to the approval of the committee, and lay before each quarterly •meeting a suggestive: list, of newspapers arid periodicals,for the ensuing,quarter..
11. The committee shall.make.all bye-laws necessary for conducting; the of the. institute;, and all such bye-laws'shali'be Valid until, the next quarterly meeting, at which: they.shali be submitted for the approval of the members of the institute.
12. That itshallbe the duty of the retiring committee to post on the notice board of the institute, not less than twenty-one (21) days prior to the Annual General Meeting, a suggestive list of officers for the ensuing year
13. That any two members : of; the institute shall be at liberty to propose any other, member or members to fill any or all of the.aforesaid;offices, byadding their names to the lists prepared by the retiring committee, not less than seven (7) days prior to the General Annual Meeting; provided always that the consent of the persons proposed shall have been obtained. - . : '
. 14. That all contested elections' shall be decided' by ballot of■-the members present at the general meeting. .••..:• ' ; M i> ■
15. That the Christian and surname of any person desirous of becoming a member of this institute, together with the names of his proposer and seconder,, shall be posted on the notice board of; the institute, not less than seven (7) days prior to admission ; at the expiration of which; time, he shall become a member on payment of the subscription.
(Note. —In accordance with the second resolution at the public meeting on Thursday evening, 9th inst., this rule does not come into operation till after the quarterly meeting in September.)
16. That a majority of the whole committee shall have power to expel any member whose conduct; may appear to them calculated to disgrace or injure the institute. The person so expelled may. appeal to a general meeting of the members, a majority of whom may cancel or confirm such.expulsion. 17. That there shall be a business meeting of the members in the last week in Jtine, September, December, and March of every year; the June meeting to be the annual meeting of the institute.
That the Secretary shall at the request of twenty (20) members of the institute call a special meeting of the members by advertisement in a local newspaper, and by notice posted in the Beading Koom : such advertisement to state the object of the .meeting, and to give at least seven (7) days notice thereof. . - " - ...,'. .. .
18.Allhotices of motion shall be posted on the notice board of the institute seven '(•"). days prior to any quarterly or special meeting at. which they are to be submitted for consideration..
. 19. These rules shall not be altered except by a majority of two thirds of the members present at an; annual meeting: notice,of such alteration to be given at the previous quarterly meeting. ■■■
