tain manner; and the public disagreeing with one plan as too expensive, and with another as not good enough, will not therefore be content with things as they are. The truth perhaps lies between. The most satisfactory proceeding on the whole, we think, would be to improve the present means of conveyance, both by land and water, till the time comes when the most perfect communication which is possible will beat once necessary and within our means. There will be then \evy little to be thrown aside as useless. This is, perhaps, peculiarly, but not entirely, a Lyttelton question. With the Lyttelton members it will rest, therefore, to initiate tbe proper steps in the Council, if the Government is not prepared with a substitute plan for that rejected.
