Friday, Oct. 17. The Council mot at 11 a.m. Mr. Fooks was reappointed Chairman of Committees. The thanks oi' the Council were formally given to it. Hall for the gift of a viable Cii^rt. **-. The following bills were introduced by the Government and read a lirst time:—A Waste Lands' Amendment Bill, a Loan Bill, a Canterbury Association's Debentures Bill, and a Railway Reserves Bill. Dr. Moore, Messrs. Donald, Ollivier, Hall, and Hamilton, were appointed a committee to consider the propriety of establishing a Lunatic Asylum in this province, to have power to call for papers and persons in evidence, and to report in a fortnight. A motion of Mr. Hall for a return of the number of scabby sheep in the province was agreed to. Mr. BuiTTA.N*proposed that the Waste Lands' Amendment Bill would be read a second time on Tuesday -week (next Tuesday). After some remarks by Messrs. Moorhouse and Ollivier as to the shortness of time allowed for consideration, notice was given that all the Government Bills would be read a second time on Tuesday week. Then, at the suggestion of Messrs. Bealey and Hall, it was agreed that the Waste Lands' Amendment Bill, the Canterbury Association's Debentures Bill, and the reply to the Address should be proceeded with on°Thursday next. Mr. Moorhouse proposed, an adjournment till Tuesday week, on which there was a division. For :—Messrs. Moorhouse. Blakiston, Donald, Ollivier, Westenra.Davis, Morgan. Against:—• Messrs. Dampier, Fooks, S. Bealey, Hall, Bray, Rhodes, J. Bealey, Thomson, Packer, Brittan, Hamilton and Tancred. It was agreed that the Loan Bill and the Railway Reserves Bill should be read a second time on Tuesday week (28th inst.) NOTICES OF MOTION. Mr. Davis ; (1) for a sum of £100 for a roa^ from Pigeon Bay to join the Akaroa line; (2) " a request to the Superintendent, to establish, a I>ilot station at Little Port Cooper. Mr. Blakislon (on Thursday); that the sense of the House be taken as to the expediency of its resolving itself into a committee of the whole House, to consider the political position of the province; the expenses of working the present form of government; and, .finally, to measure the advantage gained. Mr. Ollivier (after the passing of the Loan Bill); that a respectful address be presented to his Honor the Superintendent praying that he will appoint a standing committee to consist of the members of the Council, for conducting the prosecution of and expenditure upon tho public works of the province.-
