' Mr. Bowe'n in the chair. / The House went into Coniniittee to consider the alterations to lie introduced into the Standiujr Orders, which were agreed 10. '-.\ Mr. Bealey. then suggested some verbal amendments in'the Aiictioneers' Licensing Ordinance, which were adopted. The bill was read a third time and passed. , ;,, A Messenger announced the arrival of His Honor attended by the- Provincial Secretary. His Honor declared his assent on the part of the Governor to the Auctioneers' Oh!inance; and also his approval of the alterations in the Standing Orders. ' " / v His Honor then proceeded to read the following address:— ;
Gentlemen,—The Session which was just passed has been -prolonged to an unusual'length with ..the.object of enabling, you t« institute full inquiries into the affairs of the Canterbury Association. The other matters which have demanded your attention havebeen .few, although far from unimportant. His Exueilency the' officer administering the Government has been pleased to assent to the Ordinance for enlarging;' the Provincial Council, but has stated that it is not Ins pleasure to dissolve your body. It will therefore become my duty to issue Writs for the election of twelve new members at the-.ear-liest possible opportunity.' : rJhe additional estimates which you have? voted shall be expended with caretind economy. In compliance with your wish I have organized a department of Public Works, and have appointed a Provincial Engineer, under whose superintendence I anticipate the public works will advance with as much despatch us the limited supply of labour will admit. The arrhal from England of passenger ships. ..despatched' by the Emigration Agent may shortly be experted^-Ih the mean time I have ' entered into arrangements for the introduction
