The public mind has been so much occupied of late by differences upon matters of slight importance,.that a practical measure which is now under the consideration of the Council has received comparatively but little notice. The amendments proposed in the Scab and Catarrh Ordinance passed last Session, have been called for by circumstances which have since pointed out the defects of that law. Our Sheep-owners have suffered very severely from the passage of infected flocks through the Province from Nelson to the Waitangi. Measures more effective and stringent were required to guard our frontiers a.ainst the incursion of our most dangerous enemies. We have no space now to publish the amended bill in ex ten so as it was proposed to the Council. 'i h«; three following clauses are the most important additions to the Ordinance as it at present stands.
J4. Every occupier of land, may, u-ilhout such It arrant as aforesaid, cause any'sheep or lambs to be examined which shall be f»vnd upon the land in his occupation, or upon any part of a hvjhway passin,/ tlirovijhor hjiwj adjacent to the land in his occupation.
■21. Every person about to drive any sheep or lambs across any land in the Province of Canterbury, which shall be in the lawful occupation of any other'person than himself, shall give to the occupier of such land, at least twenty-four hours notice in writing of the day ujpon which he intends to pass, with such sheep or lambs, aci-oss such lands as aforesaid; and unless he shall so pass, within three days after the time specified in such notice, the notice shall be renewed, under a penalty of not less than sixpence, nor more than one shilling for every sheep or lamb which shall be driven across such land, without due notice having been given as aforesaid.
23. Ifany person shall himself, or by means of any agent or servant, introduce or cause to be introduced, into the Province of Canterbury by land, any sheep or lambs, unu?iless they shall within 14 days previous to such introduction, have been inspected by an Inspector of Sheep, appointed by the Superintendent under the provisions of this Ordinance, and wiless such person shall have received a certificate to the effect that such sheep or lambs are entirely free from either of the said diseasesyhe shall be liable to a penalty of one hundred pounds; and if such sheep or lambs so introduced shall exceed one hundred in number, he shall be liable to a further penalty of not less than one shilling, nor more than five shillings for every sheep and lamb in excess of the said number. And the before mentioned certificate shall, at any time ivithin six months after the date thereof ', be produced by the owner of such sheep or lambs, to any person demanding the sameunder a penalty of Five Pounds.
