Provincial Council. —On the motion of the Provincial Secretary, ihe vote for ferries and bridges was increased from £400 to £520. The Provincial Secretary in proposing (the grant of £'2000 in aid of local ntsessments, and voluntary contributions, explained that in giving grants in aid, the Government would insist on the following conditions: —that the Government Surveyor should approve of the line of road, and exercise some control and supervision over its construction : that the roads should be district roads ; and that an equal amount should be subscribed to the amount "ranted in aid, and to insure its being a lonajide subscription., that the subscriptions should be paid into the Treasury. Mr. Wakefield's motion, for increasing the number of members of the Provincial Council, was unanimously adopted, the Provincial Secietavy " entirely concurring in the principle," and stating " that he would be prepared to introduce a bill on the subject." Mr. Bell introduced a motion for the establishing a system of penny postage, and for the use of postage stamps throughout the colony. Upon his proposal, an address to the Superintendent, requesting him to communicate mill their Honors of other Provinces, with a view to their co-operation in obtaining the same object, was agreed to.
