It would thus appear that the Superintendent is unrepresented in the Council, and is held responsible to that body for his acts; and should His Honor find that he has not enough friends in the Council to carry out his policy, he is told to consider " whether he was the proper person to fill the office^ he did fill, and whether he ought not to resign !" • The Council have unanimously passed a resolution to the effect "that the, apportionment of the revenue derived from the Customs before the General Assembly had declared what sum should he appropriated under its authority to specified purposes, is repugnant to the provisions of the Constitution Act, and is not warranted by the existence of any circumstances which would have prevented the meeting of the General Assembly."
