By the " Hellespont" we have received our files of Cape papers, the latest date being the 16th of April, one day prior to the sailing of the vessel. The Kafir war had been brought to a close by a treaty of peace with the principal refractory Chief Sandilli. The event was formally announced in a proclamation by the Governor, issued on the 2nd March, The first and most important article of the conditions imposed on the Kafirs in the conclusion of the peace treaty decrees, " That the Chief Sandilli, in token of submission, shall deliver up one hundred guns, in addition to the arms stolen by the Kafir police, and become responsible for the good conduct of the Gaika tribe." The terms of the contract do not appear to afford very general satisfaction among the colonists ; and fears are entertained that the insurgents will only preserve its terms until they recruit their force.?. The latter have suffered by the war in a material contraction of their territories, a serious matter amongst pastoral people like the Kafirs ; and the impolicy of crowding large tribes into a smaller territory has been discussed by the settlers on the frontiers.— Empire.
