i The following regulations regarding the issue and payment of jxistal notes are taken from the Post and Telegraph Guide, ami we publish them ! for general information : 1. After a postal note has once 'neon paid, to I whomsoever it is paid, the Postmaster-Geneial I will not be liable for any mrther claim. fi. If any erasure or alteration be made, or if the note is cut, defaced or mutilated, payment may j refused. 7. The regulations under which the postal notes are issued allow the Postmaster tor ef use or delay tl e payment of a note ; but he must at once rtj.ort his reasons for so dohnr to the Postmaster General. 8.
