A Calcutta telegram to the ' Times,' dated September Bth, states that it is reported as probable, that the Duke of Buckingham has been appointed Gotemor of Victoria* Berlin, September 9th. Germany proposes that common action on the part of the Powers be taken to make the Porte execute the treaty stipulations. England- and Italy have consented, contingent, upon the other contracting Powers also agreeing. London, September 10th, 108,000 persons are destitute in the fever districts in the United States. The deaths are increasing, and the fever is spreading. Tl\re has been severe fighting at Los Bihoes. The Austrians were defeated with a loss of several hundred men. The ar my has returned to Zavalye. One fourth of the British forces at Cyprus are sick with fever. The European factories at Dahomey have been pillaged.. Greece solicits the mediation of- the European Powers in favor of making the Vistritza the Turco-Grecian frontier. . Berlin, September. 10th.. Dr Nobeling died to-day. London, September ll'th. Serious- opposition to the Austrian occupation continues in Old Bosnia. It is impossible that the campaiga will be concluded this season. Thirty-six thousand of the insurgents, with forty guns,, have collected for the defence of the country. Five of the Australian cricketers have subscribed .£IOO towards the Princess Alice relief fundi Sir Arthur Gordon, Governor of Fiji, and the King of Siam have been created Knights Grand Cross of St. Michael and St. George. The Austrians are likely to occupy Albania. The island of Pelage will probably be ceded to England. Dr Nobeling died from paralysis of tbe lurgs. The Turko-Grecian difficulty is intensified owing to the refusal of Turkey to listen to the Greek proposals. Greece asks the immediate intervention of the Great Powers. Berlin, September 11.—The Imperial Department of Justice is showing more toleration towards the Socialists. London, September 12.—The seat of the Duke of Abercorn, in South Wales, has been injured by fire. All officers and men absent on leave have been recalled, as a measure of precaution. A fearful colliery accident has occurred at Kedon Vale, by which 300 miners were killed. Eighty were rescued. Koumania hesitates to occupy the Dobrudscha, and apprehends resistance from the inhabitants. Some strongly-worded despatches have been sent to St. Petersburg by the British Government regarding the action of the Russian Government towards Afghanistan. A conspiracy of a serious nature has been discovered at Seville, in Spain, The object of the conspiracy was the overthrow of the Monarchy, Russia bas advised Servia not to disarm, and continues the payment of the subsidy.. England will probably decline the proposal of Germany for common action by the Great Powers to- compel the Porte to execute the stipulations of the Treaty of Berlin. London, September 13tb. A fire at Blackburn has destroyed property worth half a million sterling.
