PASSAGE OF SOVIET TROOPS. POSITION NOT DISCLOSED. (Press Association.—Copyright.) (Received 10.45 a.m.) Bucharest, July 17, M. Titulescu, when interviewed, stated that it had not been agreed to allow Soviet troops passage through Rumania. He had not even discussed the question. While Rumania's foreign policy was based on friendship with France and Russia, there was no reason why she should not also be friendly with Italy and Germany.
