IN UPPER SILESIA. WARNING BY CHIEF OF POLICE. (Press Association. —Copyright.) (Received 10.45 a.m.) Berlin, October 13. The chief of police of Upper Silesia has issued a proclamation warning that anybody insulting Jews will be sent to a concentration camp, in consequence of reports of Jews being repeatedly insulted and beate'n at night.
