CULTIVATING OWN GARDENS, Regulations have, unfortunately, to be framed to deal with all sorts of people. There are probably few relief workers who have ground of their own and who are not making good use of it, but there are some, and it is to encourage these, and others who will do nothing to help themselves that the Unemployment Board has declared its intention that relief shall not be granted to any unemployed worker who has facilities for vegetable growing, or who may obtain those facilities, and fails to take ad-

vantage of them. It is now a qualification for relief that some area must be so cultivated. Experienced gardeners or other suitable registered unemployed men may be employed under No. 5 Scheme on the ordinary rationed basis to act as inspectors and supervisors of the scheme, and it will be part of their duties to furnish reports to committees and certifying officers regarding the extent to which gardening activities are carried out by each worker. In the event of an adverse report being received, the worker at fault may be refused further relief until he gives evidence of falling in with the intentions of the Unemployment Board. No hard and fast rules are laid down by the board, but in view of the success of such a

scheme elsewhere, and the benefits it produces, it emphatically requires some evidence of self-help on such lines.
