Clementel, French Finance Minister, is endeavouring to induce Mr Churchill to modify his attitude of strict adherence to the Balfour Note, and adopt a more accommodating Note from tbe Marquis of Curzon on August 11, namely, a statement of (he amount that France would still owe if Britain were to deduct from the annuities under the Dawes plan he)' share of the 22 per cent.

The papers also declare that Mr Churchill and Mr Kellogg, the American Ambassador, discussed a compromise as a .solution of Anglo-Ameri-can friction. They suggest that if the Bank of England obtains from America a thousand million gold dollars, with a view to equalising the Anglo-American exchange, the British Government will raise no further objections to American claims in regard to reparations, and will adopt a more generous attitude towards her debtors.
