The Times correspondent learns from trustworthy sources in Moscow that Rykoff, Soviet President, whose departure for health reasons to the Caucasus was ostentatiously published In the Soviet newspapers, actually left for Berlin incognito. The journey must be recognised as a very characteristic symptom of the present weakness and confusion among the members of the Soviet Government. The correspondent recalls a recent speech by Rykoff, when he urged upon the Government that it was urgently necessary to invite the non-party men, who had proved active supporters of the Soviet rule, during the last six months, to fill responsible posts in the Government, which declaration, together with Rykoff’s secret journey, is regarded as a sign that the Soviet appreciates its weakness, and is striving to enlist the active support of the prominent Russians living in Germany and elsewhere.
