The much discussed water report of the Borough Council has at last reached finality, but ratepayers will realise that the conditions of the offer accepted have a very different aspect now to what they were some weeks ago. The report of the Borough Solicitor clearly shows that has the terms of Messrs Gannon and Worley been accepted in its entirety, the present Council would have trespassed on the rights of future councils to place the work in connection with a new supply with any firm they thought fit. This has been our argument all through this controversy, and it is quite satisfactory now that Messrs Gannon and Worley have given their assurance that they have no wish to bind the Council for an indefinite period. If such a statement had been made at any past deliberations of the Council, this 1 paper would never have entered into I an argument on the subject, and this also applies to any work that might [be undertaken by the Borough Coun- | cil staff. ■ It is not our wish to harass the Council in its work, but we felt it a duty to the ratepayers to uphold those members of the Council who objected to an arrangement which did not appear to be a sound business proposition from the Borough's point of view. The position has now been made very much clearer, though we still contend that had the Council accepted an offer in which a stated sum for the report was asked, it would have been much more satisfactory from every point of view.
