'The Committee of Empire.Producers' Organisation, which inquired regarding developments of the Empire flax industry, decided that something should be done, despite the previous unfortunate experience owing to the abnormal conditions during the war period. It recommended the establishment of a flax factory in Britain capable of dealing with crops of a thousand acres and demonstrating modern machinery methods.

Amongst other recommendations was one that the Government suppjf growers with selected seed free.
