A delicate situation arising out of the Ruhr occupation, owing to the Franco-Belgian agreement with the Ruhr industrialists, under which France and Belgium propose to recoup themselves for the cost of occupation from payment under the agreement, was discussed at a conference of British experts, including Sir John S. Bradbury, Britain's chief representative on the Reparations Commission, with the Foreign Office. Sir John Bradbury will report the British Government's decision to the Reparations Commission, which, according to Paris newspapers, is confronted with a problem not merely the recognition of the occupation of the Ruhr, as this hitherto has not been done, but of endorsing the legality of payments.
