The president has isued a statement to the effect that he believes foreign Powers are ordering everything possible to assist the United States to deal with the American embroglio. Mr Wilson has announced that for the present negoitation with Japan regarding the Californian trouble have closed owing to the Federal Government's inability to coerce California. He indicated the next move would be the negotiation of a new Japanese treaty. Nothing, however, has yet been done in this direction.

Mr Bryan states the Japanese and American relations are still perfectly friendly.
