A movement is afoot to federate all workers connected in any way with the shipping trade. About twentyfive thousand men are involved. One object is to provide against, the wholesale involvement of maritime unions in industrial disputes precipitated by a small minority. Provision is made against the cessation of work unless authorised by a duly appointed council of the new body, which, after exhausting all efforts at settlement, may recommend a general or partial stoppage.
