WHEN LAND IS MONOPOLISED.
The large landowners in Britain who | have announced during the last few months that they intend to sell their properties in sub - divisions, have spoken or written as though their decisions amounted to a complete condemnation of the policy of the Liberal Government. People who believe that land monopoly is the curse of the Moihci- Country to-day take a different view oC the situation, and they can find arguments on their side of the question in a g&cd many parts j of the kingdom. The medical officer | for Chelmsford district, in Essex, j has prepared a report regarding the j conditions under which people live j in the parish of Ingotestone. The j parish lies in an area occupied by | the estates of wealthy families, and a considerable proportion of the cottagers are employed as grooms, gardeners and chauffeurs. The doctor found tfcaf many of the cottages j were damp, insuiikjgntjy ventilated | and without coppers and "sir.L-p. Out i of 270 houses visited, 58 had sinks . without water, and 136 had no sinks j at all. One cottage had a bath, pro- j vided by the tenant. Proper sanitary j arrangements were almost unknown; j some cottages were without 3 water I supply, and others depended upon j ditches and brooks. Twenty or thirty new cottages would be urgently ! needed, even if all possible repairs j and renovations were effected. The j parish council considered the position : and decided to ask for the enforce- i ment of the Housing Act. In the j meantime it was announced that sev- j eral wealthy land-owners would generously consent to erect fifty cottages of two and three rooms each, if the local authority would lay down the sewers and drains.
