MELBOURNE, May 10. Mr Bruce announces that the Commonwealth Government has entered into an arrangement with the British Government for a now and comprehensive scheme of migration. All States will be included, and the cost will be £10,000,000. towards which the Commonwealth will contribute a substantial quota.
