“ Free and independents” are remin- ' ded that on Tuesday afternoon next, ; the nomination of three candidates, to fill thej vacancies in the Road Board, caused by the the retirement of Messrs Harnett, Doddemeade, and Alldridge, will take place at the Courthouse. A good many candidates are spoken of but the number likely to come to the •‘starch” is deemed problematical. One of the most important questions at issue will doubtless be “ Are you in fa- | vor of merging the Road Board into j the County Council, or not ?” Were there no doubt about the question of local self government being decided by the Legislature this session, it would be waste of time to go into such matters now. But as it appears a moot point« whether it will be settled before 'dissolution takes place, ratepayers should J know from candidates what their opin- I ions on the matter are.
Our attention has again been to the fact, that the Chairman of tin.* Kaikoura Road Board has not signed the balance sheet, and we are asked to quote the clause of the act bearing on the question. In compliance we give it. Clause xvi. is the one referred to; it runs thus : “ Every Board shall lay before the annual meeting,, of electors a full and true statement of it’s assets and liabilities for the financial year then ended. The statement shall* 4 show the receipts and expenditure of the Board during the aforesaid the amount of rates collected, and theamount remaining unpaid, and shall be certified to by the Chairman of the Board and the auditors. Such state-" merits shall at the same time be pimt--lished in some newspaper generally efts-’ culated within the County and a copy of the statement shall also be forward
ded to the Superintendent.” It is as clear as noonday that this clause lifts not been complied with. The Chairman of the Board has not signed .the baf* ance sheet. Without he does so at once, and the statement is advertised in;
Fridays Star, the first portion of clause xvi. cannot be complied with. The ac di/ies not delegate to the Chairman '(r» r te,m of a meeting, the duties wbic ■ should be performed by the Chait nan of the Board and no other persqj-so long as the duly appointed Chairman retains his position, can discharge such a duty as signing the Beard's financial statement.
