Outside news is eclipsed at present by tbe spectacular army manoeuvre? proceeding in the silk district, plains and mountains to north-westward o? Tokio. with the Emperor mounted oz-. his favourite charger Shirauyki (Snor White), participating in the troops movements day and night, and ex-Wa: Minister Araki was again in the nine tight. The manoeuvres commenced with the Western Army versus the Easterners. Both are using the most modern eqifTp ment. including planes, which the ar senals have been busily turning out in wecent yfears. Multitudes are watching from tb" hills. Tbe police and plain clothes officer' have recently been meticulously mm ining Foreign passengers in trains in the region of the manoeuvres, even old ladles.
