Tokio, July 3 The Emperor has commanded the Cabinet to carry on, pending receipt of Saionji’s counsel, which, it is generally believed, will be a command to Saito to succeed himself, though it is a question whether it will he the same Cabinet with individual changes, or a complete reorganisation. A report is now current that Prince Konoye. Presi dent of the House of Peers,. is suddenly returning from America, and is causing speculation, some forecasting Konoye’s Premiership.
