Discussing the forthcoming legislation and suggested increase of the land tax, remarks in Congress plainly favors the controlling of immigration from the South of Europe owing to the admixture of criminals and other inferior types and If possible, would prefer to restrict immigration to British and other peoples and Northern Europe.
