A violent snowstorm in Washington necessitated the swearing in, in the ' Senate Chambers instead ol outside the Capitol. | The storm moderated before Mr Taft and Mr Shearman drove to the White House, which was illuminated in the evening, A thousand of the New York Republican Committee escorted Mr Roosevelt to the station, and thence proceeded to Oyster Bay. Forty trains of sightseers from New Vork and Philadelphia were snowed up outside Washington. The telegraph lines are broken, the newspapers depending on the trains. President/Laft's inauguration address generally endorsed Mr Roosevelt's policies regarding trusts, interState commerce, Federal supervision, and railways. A special session of Congress is convoked for March to consider the revision of the tariff as the ' presext conditions permit of a reduction in certain schedules and the advancenien of a few, if any. The expenditure for the current year will exceed the receipts by a hundred million dollars if the tariff i revision does not meet the deficit. The graduated inheritance duty would be imposed, and every precaution must be taken to prevent and punish the outbuists against foreigners posessing treaty rijhtsin the possible international controversies of the Orient arising out of the open door. Other issues were that the United States was unable to maintain her interests without a suitable army and navy. Sympathetic references were made to the negroes.
