Mukhtnr Pasha telegraphs that the Russians are preparing for winter quarters in Armenia. A serious discussion has arisen in the Turkish Ministry, and Mahomed is ex« pected to retire. Vienna papers declare that Servia will cake part in the war about the middle of December. Prince Milan proceeds to head«quartsrs on the 7th December. Independence is expected to be pro* I claimed on the 12th. The Shah of Persia had despatched a secret envoy to St Petersburg. The French Senate has appointed a Committee to inquire into the causes of of the bad state of trade. A deputation from Syndicates presented a memo* rial to MacMahon shewing the coniraer- ' cial condition of the couutry to be in a ; critical state.
