Inangahua COUNTY COUNCIL.
Upon tlie Council resuming at' 5.30 p.m. on Thursday last,, tlie following business was proceeded with :— A large number Of reports were road from the Knyineep upon various works in different parts of the County. Mr John Dcehan, one of the tenderers for a section of the Grey Eoad attended, inul represented that his tender had been set aside l>y the Council under a misapprehension, and fully explained the cir» cumstances. Tlie Chairman pointed, out that the tender which had been accepted embraced several sections of the road, and was in fact the only tender in foi» sections adjoining that, tendered for by Deeha.n and pnrty. Under these circumstances an acceptance of Doehan's tender would mean a necessity for calling fov fresh tenders for some of the sections. After considering the circumstances and allowing that a misapprehension had existed the Council decided to not disturb the recommendation already made upon the subject, the general opinion being, that even had the tender in question been considered at the time, it would probably not, have altered the conclusion arrived at.. With respect to tho Engineer's recom* mendation re Fern Plat roaJ, it was decided to apply to the General Government for a grant in aid of the construe tion of the road. A letter was rend from the Euginecc ofi tiie Iluller County, pointing out that Courtney's contract did not extend up to. the boundaries- of tho two (Aunties, and consequence thnt three quarters, of a milo of road in the- Inangahua Couaty waa becoming impa3sablo from, neglect.. It was pointed out that the Engineer of the Buller County wrote ujudor a mis* apprehension as to the boundary lino, and that Courtney 'fc contract did extend, to tho boundary line, and that the alleged neglected portion of road was notjn, this County. The Cleric was accordingly instructed to reply, to tho letter drawing, attention to the boundary line as shown, on the map. A discussion aroso upon, the Engineer's, recommendation as to tho necessity of. protecting tho soui&wn pier ofi tho suspension bridge from encroachment of the river, and finally tho Engineer was directed to report upon tho- cost of works necossary. Mr Bayfeikl inquired) whether any steps had been taken to give effect to arfy past action of tho Council upon thesubject of town, drainage. Ho said the subject was one of paramount important as all would agree, and it was very necessary that no time should bo lost in deal* ing with tho matter. Ha therefore moved-, that a special meeting of Ihe Council should be called for Friday, 12th instant,, for the purpose of dealing with the whole question,. Mr Dick quite agreed as to. the importance of the work, a net seconded tha resolution. Tho Chairman concurred that no time should be lost in taking action in. the matter. The motion was. then put and carried. Mr Bayfoild referred to the necessity of proceeding at once with the framing of bye-laws. Advantage was being taken of the abseuce of sanitary restrictions, aud it was imperatively necessary that some check should be imposed at once by theCouncil. He had himself sometime agp been appointed to a committee to trauio bye-laws and had been remiss, bat recognising ihe importance of the matter was willing to devote one or two days- a week lo assist in framing a code of rules. The Chairman endorsed the remarks just made, aud was equally prepared to at onco set about framing bye-laws. He snid that the nvitler luid ulrcady bet>n referred to, and Mr Caples had been. kind enough. to procure copies of the bye-laws of the Greymouth County CouncilMr Byrne called attention to tho necessity ol proceed iug as early us possible with, tho construction of the road to Antonio's Flat. That district hud been much nonlected. Mr r Japl"s also. urged the importance of vrordts in tho Boatman'^ district. Mr Dick pointed; out that many works were urgently required in the Kid iug of Murray. A long discussion ensued, .during which the- Chairman pointed out that it was quite impossible to proceed with so many ■, works- simultaneously. The works onu'tneratod had been, provided for in the schedule of expenditure, and would be proceeded) with at tho earliest possible data. Tho question, of drainage had, how.ever,.croppcd up,.and in view of> tho prevalence of scarlet fever in Hokitiika, and' the admittedly unhealthy condition of the town, concessions would have- to be made in, favor of that work. .Ultimately it was. agreed that the different works provided for should bo pro* eeeded with, in the following order . — Ist, drainage ; 2nd, clearing and formation of. right-of-way ; 3rd, formation of fc'mith Street ',: <itb, protection of pier and southern bank of Inangahua river jr sth, road to Antonio's Flat ; Gfcb, Louisville road ; ; 7th, track from-N0.2 peg to Andersons • Bth, bridge over Lirry's Creek ; 9th, bridge across Boatman's Creek on the Buller road ; 10th* road from Capleston to Fiery Cross Machine ; 11th, track to Italian Gully ; 12th,. dray road Black's Point ;■ 13th, pack track, M'Dowal's to Caploston ;.lckh, track to Larry's Creek . Mr- Kelly called attention to the advisability of doing something, towards rendering Landing Creek accessible to the' minors working there. He said a con* siderable number of men were employed • in the locality, and if communication was mado easy, the place would speedily attract a considerable population. Mr Caples agreed with the suggestion.. There was a large extent of good allu?ial in that direction, and every, facility should be afforded to miners for opening up the country. Mr- Kelly moved, and M> Dick seconded, " that a sum of £50 be expended hi prospecting for and clearing a track to Landing Creek. Motion agreed to. Discussion ensued relative to. site for a powder magazine. It was said tbat large quantities of powder wore stored in tho town, and the risk daily run by ihe in-? habitants was very critical. Ultimately a committee was appointed to sciec-t a site and report. * The -offers of J. W. Munson, and R. H.Bayliss, to deliver demands for rates in outlying places wore- accepted. The Clerk was directed to communicate with the Clerk of the Court, Wesport, re <
lative to the collection of rent for leases in the northern portion of the Inangahua County.. A resolution was carried instructing the Clerk not to recognise any orders presented by persons for money due to contractors or laborers in th© pay of the Council. It was decided when calftng fresh tenders for tho maintenance of the saddle road to divide the work into two sections. On tho motioa of Mb Bayfcild,. the Clerk was- mtructed to prepare- a statement of alii moneys expended ia. the eon* s t ruction and maintenancs of the Buller Koad, with the view oE applying to the General Government for a subsidy.. Ie was decided that the tenders for the clearing and forming of rigbt-oT-way should cover tho entire length. o£ such rights»of«way. The Council then. adjourned..
