[TO TEJS EDITOR IWANGAHtU TIMEr^S Sib, — r perceived by your last issue's report of the Inangahua County Council meeting that the protective works are to cost £1300,; and you say that this will be paid by the " County." Now, Sir, it seems to me that either you must be mistaken as to the source of the money for that work, or else the Council is applying general revenue to it — a thing it has no right to d.i. Ifc was and is still the [impression that, the protective works were to be paid for by special rates and special subsidy, and the cost not made a charge on those who receive no benefit from the outlay. Trusting that eomc member of, t.he Council will ascertain how far, if at all, the Council or the Board has gone from that understanding he will confer a favor upon many others besides Yours, &c, PLEBES.
