Ifc was and is still the [impression that, the protective works were to be paid for by special rates and special subsidy, and the cost not made a charge on those who receive no benefit from the outlay. Trusting that eomc member of, t.he Council will ascertain how far, if at all, the Council or the Board has gone from that understanding he will confer a favor upon many others besides Yours, &c, PLEBES.
