The London Times rougdly estimates that last years expenditure will exceed the revenue by five million* Stirling. One hundred thousand persons pro* posed to march in prcession to the House of Commons to present a petition in favor of the Tichborne claimant. Troops were kept in barracks to prevent disorder, 50,000 persons took part in the Tichborne demonstration. Fingall and Sons, Liverpool, have failed for two millions and a-half. It is stated that Minister Layard informed the Forte that England has guaranteed the integrity and independence of the Ottoman Empire onlf the conditions kid down by treaties stipulating for the exercise of control by the Powers. The Porte haying, contested this rigbt has forfeited the benefits guaranteed by these treaties, and England could not interfere with arms m its behalf. A Persian camp on the Turkish frontier bad to be broken up to prevent misunderstanding. No claim was made on Bagdad. A letter from Bosnia states that the Turkish atrocities there exceeded those in Bulgaria. A despatch from Vienna reports that Roumanian troops occupied Ofctenitza, opposite Tutrio Guergivo, and Karares opposite Siliatria, under Russian commandera, in order to permit the Russian forces to concentrate between Brabilow, Ismaila, and Girgova. Twenty thousand Roumanians are forming reserve troops. A portion of the Turkish flotilla is taking a position in Herzegovina near Galatz, where the Turks expect the KußSianß will try to erosa the Danube. The Servian Government have sent troops to Gladova to disarm the Servian Volunteers who refuse te disband. Servian Corps of Obseryation are forming on Timok. Letters from Erzroom (Asiatic Turkey) state that there is great agitation among the Koords. The troops who were stationed upon the plain of Mashbetiles were recently ordered to Erzroom j immediately on their departure some of the Koordish tribes rose and binned tbe barracks and commenced to plunder tbe Christian villages • the inhabitant fled to Bifctish The Koords have now been scattered oyer the country for three weeks, robbing caravans and travellers. The cavalry which has been sent against tbern are too few te drive them brck, ! The movement of troops between Trebizozd and Erzroom is more active than ever. All necessaries aro at i famine prices, commerce no longer exists, distress is extreme, and the pay of the troops is thirty or tbirty«five months in arrears, and they are ill-fed and ill-clad.
