The English Cabinet is considering a proposal of Russia, whioh is to the effect that if the European powers will sign protocol urging the Conference pro* gramme, Bussia will act with them, and demobilize her army. Lord Derby pro* mised an early decision. March 14. It is reported that Derby has replied to the proposal of Russia to the effect that England accepts the principal of the proposal, jbut amends (the protocol, avoiding phrases, whioh would bind her further action. Peace is restored in the Transvaal Republic.
