NON-AGGRESSION PUZZLES “Those who refuse to be alarmed by the Russo-German bombshell,” says a writer in the London “Star,” “are pointing out that the present non-aggressioh pact is only the last of a series with which the diplomatic stage is littered. We are all forgetting the fact that Mr Chamberlain himself signed a non-aggression pact with Herr Hitler. France actually has one with Germany made last winter, when Herr Ribbentrop visited Paris. Russia herself has such a pact with Italy and, of course, her settled and announced policy has been to sign non-aggression pacts with any country which was willing to do so. The non-aggression pact between ourselves and Germany did not prevent us from giving guarantees to Poland, Rumania, Turkey and Greece. Italy’s non-aggression pact with Russia did not even prevent her from.joining the anti-Comintern pact. Clearly, a non-aggression pact is an instrument with a. very limited application.”
