RAGLAN COUNTY COUNCIL
REGULAR MEETING. The above was held on Wednesday when there were present Crs. H. Wilson,, chairman, H. Johnstone, P. G. Taylor, L. J. McGuire, C. E. Richardson, W. Vernon, J. L. Y. Martyn, T. Parker, M. Corcoran, J. H. Furniss, W. H. Murray, A. Cobourne, and Messrs. H. Marsland, county clerk, and K. M. Wright, engineer. Waikato River Board. Correspondence was received re the plan for the extinction of the liabilities incurred by the defunct Waikato River Board. These proposals meant a considerable reduction in the amount and the three counties concerned, Franklin, Waikato, and Raglan, had to meet about £3700. It was estimated that Raglan’s allocation would be about £IOOO. The chairman said that the arrangement would effect a large sav- ' ing for the county. Resolved to confirm the action of the Council’s solicitors in agreeing to the proposal. Mining Under Road. The Glen Afton Collieries applied for permission to mine coal under a road. Consideration deferred pending receipt of further information. Ruawaro Drainage. The Local Government Loans Board wrote re above and the council passed a formal resolution re raising of loan for drainage purposes. Footpath at Pukemiro. The Education Department wrote re the improvement of the footpath from Glen Afton to the Pukemiro school. The condition of this foot- | path was not suitable for children. { The engineer said there was a ' metal road, and councillors considered- that a footpath was unnecessary in the circumstances. Resolved to reply that the council could not see its way clear to form the footpath required. Rate of Interest. This question cropped up in regard to raising money for the Tuakau bridge. The rate fixed by law for local body loans was five per cent, and the council was informed that local body debentures were selling at a price equal to 52 per cent. The money required could not be raised without the consent of the Minister to pay the higher rate. Cr. Furniss considered that interest rates would probably fall soon, and they might be paying 52 per cent when money would be raised at per cent. It was pointed out that in such a case a new loan could be raised to pay oft* the old one. Resolved to request the Minister to consent to the paying of 52 per cent, if necessary. General Business. The question of financing the for-
mation of access roads to settlers in back blocks arose through Cr. Vernon describing a case where two settlers had access only through a neighbouring property, which was now closed. The proper road gave unsuitable access. Cr. Furniss said that in one case he knew of, the Crown met the cost of forming an access road. This was in reply to a query by Cr. Martyn. The engineer said that he would bring the matter before the proper authorities. Pests. The necessity of dealing energetically with ragwort, rabbits and other pests was stressed by Cr. Furniss who stated that in his district rabbits were increasing rapidly. He suggested that the Unemployment Board might subsidise the price of skins. It was advisable to combat ragwort at once before it seeded. Cr. Johnstone said that Maori and Crown land was the trouble. Cr. Taylor emphasised the danger from rabbits, and suggested the formation of Rabbit Boards. Cr. Cobourne said that rabbits were increasing in his district and they were thinking of forming a Board. Cr. Corcoran explained the working of the Rabbit Board in his district. After some discussion Cr 9. Wilson, Furniss, Taylor, Cobourne, and Murray were appointed a committee to make enquiries re establishment of Rabbit Boards. It was also resolved to draw the attention of the Agricultural Department to the urgent need of combating the ragwort menace promptly.
