WELLINGTON - , December 5

A hope was expressed by Hon. P. C. Webb that a, draft bill, consolidating the Shops and Offices Act will be prepared and submitted for consideration of the parties concerned, before Christmas. He said be also hoped that the proposals contained in the draft would not be made public. Open controversy 011 the clauses of the bill would milita£o against the spirit of harmony which be hoped would prevail, when the bill was discussed on its merits by ;t conference to be held.

“1 have an open mind on the matter and am anxious tor the bill to meet the requirements of the industry. If a full agreement cannot be obtained on any clause, a compromise may be effected between the parties concerned, to meet tli peculiar conditions arising out of the war.”
