Assembly by 569 votes to 80, has passed the Bill giving Marshal Retain full powers to [make a new Constitution for France. There were fifteen absentees. M. Laval did not reveal whether the referendum which is being held will he in the whole of France, or in the nonoeeupied portions of France. The preamble to the Bill authorising! j the formation of a. constitution tor I France declares :—The country must ! understand, and must accept, the necessity for a national revolution. We must look back on our errors, must determine , our responsibilities, and must seek the causes of our weaknesses. A nation like our whatever its sorrows may he. must not lose itself in. senseless regrets. The Government must he fully empowered to save what can he saved, and to i destroy what must he destroyed. It, ! therefore, asks Parliament to give its , full confidence to Marslia! Retain to promulgate fundamental laws of the , French State under his signature.
