It is announced .thaf Britain. on June 16, communicated to France a draft declaration t whereby “the two Governments declare that France , and Britain shall no longer bd two nations,but one French-British union. “The constitution of. the union wil' provide for joint organs of, defence, foreign, financial and. economic, polk tics. Evefy citizen of France will enijoy immediately the, citizenship >of Britain, and every. British .subject, become a citizen of France. “During the war there shall he a. single War Cabinet, and all forces of Britain and France . whether rip land; sea or' air ( will be. placed .under its direction, . ■ v “The two Parliaments will be : formally associated,”. , Official circles in London point out' -that as France at present is attempting to treat with Germany, it might be assumed that the British offer in the declaration has lapsed. ~ V ' '
