The Hokitika Borough Council met at 8.15 p.m. Present: Mr G. A. Perry (Mayor), Crs. J. L. Turner, J. Fox, D. P. Stuart, G. Heinz, and 0. Caliari. Apologies were made for the absence of Crs. Elcock, Freitas, Stopforth, and Parry. The minutes were confirmed and outward correspondence approved. Inward Correspondence. *

From New Zealand Refrigerating Co., advising that the following quantities of meat were delivered into the Hokitika abattoir area during the month <lf February, 1940, viz.: 38 sheep, 7 lambs. —Received. From H. Kortegast, complaining of flooding of his property in Rolleston Street and asking that footpath he raised from Mrs Mcßeath’s to Air J. BWard’s. —Received ; referred to Works Committee with power to act.

From Hugh Preston, Brittan Street, asking that the open drain along his frontage be cleared of growth. Received and approved. From Secretary, Hokitika Harbour Board, pointing out that the road leading to the tip is in a bad state of repair and asking that it be attended to. —Received.

From Under-Secretary, Department of Internal Affairs, asking on behalf of the Town Planning Board what progress ;is made to date for the preparation of town planning schemes, under the Town Planning Act.,,.1926,1 and, pointing out that »s> the Hokitika Borough Council is one of the authorities under a statutory obligation to prepare a town planning scheme, it is desired to know how far the matter has progressed. —Received ; consideration deferred till next meeting.

From Municipal Association, forwarding copy of President’s report for the conference.—Received. From Under-Secretary, Department of Internal Affairs, forwarding Alinisterial Authority under the Physical Welfare and Recreation Act, 1937, for the Westland County and Hokitika Borough,, viz.: J. A. Murdoch, representing the Westland County Council ; I). F...Freitas, G. A. Perry, W. H. A. Stopforth, representing the Hokitika Borough Council; G. Coles, E. W. Heenan, J. G. Johnston, J. C. E. McCluskey, and Aliss O. AI. F. Stapleton i and drawing attention to Section 9 of the Act, which provides for reviewing exiting facilities for physical training, exercise, sports and recreation Generally.—Received; meeting ofCommittee to be called. From F. J. Wallace and others, asking that the roadway in Hall Street, north of Tark Street, be formed, as at Present there is only a footpath and the carts are close up to the fences when using the footpath, which is dangerous for children. —Received ; referred to AVorks Committee. From Aledical Officer of Health, aslc:ng that Council give urgent consideration to the orovision of necessary conveniences in Cass Square, and asking to he informed of Council’s decision. ■ Received; referred to Reserves Committee.

From District Engineer, Public AA 7 orks Department, Greymouth, stating respect of exemption of both sides of Revell Street from the provisions of Section 128 of the Public Works Act, 1928, that it will he necessary for the Council to supply duplicate tracings on linen showing the portions of the Street required to be. exempted. —Received; left to Town Clerk to attend to. . From AV. Kirwan, offering to fell •and remove trees in Cass Square for £1 per tree provided that he is allowed to retain the timber.—Received; offer to be accepted. The trees along Stafford Street to be first felled’, each tree to be cleaned up before another is felled.

From Secretary, R.S.A.. Hokitika, asking that tjie two German guns in front of the Government Buildings. Hokitika,': be painted , as, it is understood that tiie guns were presented to the town at the conclusion tlffi Great War.— Received and approved. ' From R.S.A., Hokitika; application for permission to hold a concert in the Regent Theatre oii Anzac night, 25th. proximo, with the right to make a charge for admission. —Received ; request granted. From Airs AI. Trotter, Sewell Street North, asking that the growth be eloari d off Sewell Street on the north side of Tudor Street, and also that the footpath be metalled.—Received ; referred to Works Committee.

From Hokitika Bcutif.ving Society, asking for loan of Council’s grasscutter and roller, and stating that a member of the Committee, who has had

experience with such equipment, will be in charge and every care will be taken. —Received ; request granted.

’Abattoir Report. The abattoir manager reported that during February there were slaughtered :—SG cows, 40 heifers, 43 bullocks, 303 sheep, 138 lambs, 13 pigs. Condemned : One bullock. Fees for month : £B6/5/- (same period last year £B2/0/6) .—Received.

Foreman’s Report. Foreman Chesterman reported tor February as follows : AA’ith four men, 1 have been engaged

The weather was very rough and wet'during the month, causing a number of trees at the cemetery and Cass Square to' come down, taking a week to remove them.

Air Cropp, on maintenance work, carried out the following work: Completed the levelling of Davie Street and Jollie Street between Hampden and Park Streets, and removed the spoil on to the section adjoining the . Borough stables.

Water services were renewed or repaired at Air F. Ross’ in Rolleston Street, at Aliss O’Brien’s in Stafford Street after the recent fire, and repairs to service into Cass Square, which was broken owing to a tree being uprooted, and at Airs Harrison’s, in Hampden Street, and a leak repaired in the Hampden Street main.

Growth was cleared on Livingstone Street, south of ’Stafford Street, and Hoffman Street, north of Hampden Street. A hole was filled up with gravel on the footpath at Mr Ashley’s, on the Quay, caused by the uprooting . of a tree. The culvert on the north boundary road was replanked, and the gates at the public pound repaired. Chipping and grading was carried out in Weld Street, between F'itzherbcrt and Bealey Streets, and in Stafford Street near the Central Hotel, and the spoilput into a depression in Rolleston Street, between AA 7 eld Street and the Quay. The footpaths in Hall Street on the west side, and in Brittan Stiect on the east side, were cleaned and snoil removed between AVeld Street and the Quay. A blocked drain in Rolleston Street was cleaned out. and • one in Livingstone Street cleared and a 12foot wooden pipe put in. The drain crossing the intersection of Fitzherbcrfc

and Weld Streets collapsed and was retimbered. Forty-eight toot of six-inch pipes were put in the drain in lront of Miss Daly’s, in Weld Street, and a roadway formed. A section: of footpath in Sewell Street, in front of Mr Ellis’ was gravelled. Water in the reservoir averaged 61 1. 9in. lor the month. —Received.

Financial. Accounts amounting to £1254/11/10 were passed for payment. The Treasurer reported receipts £1429/5/9, payments £1523/3/11. Debit balance £1062<0 /B. Received.'

Commenting on the Foreman’s report, Cr. Turner again voiced his strong objection to the waste of money and valueless 1 mature of the work done in patching up the streets, stating a pToper job* should be -made of Meld and Hamilton Streets, which continued in a disgraceful condition. Cr. Fox stated that the trees in Cass Square were an absolute danger and should be cut down at once. In this connection it was resolved to accept an offer to cut down and remove the trees, a start to be made on those fronting Stafford Street. In connection with a recent offer by E. Graham to asphalt footpaths it was resolved to approve of payment of half the cost involved in doing part of Bnttan Street between Stafford and Hampden Streets at a cost to the Council of £4O. the work to be carried out to the approval of the Works Committee.
