The diplomacy of Britain in furthering General Franco’s occupation of Minorca by peaceful means, appears to have upset both Germany and Italy, it would appear they consider a march was stolen, and they do not approve any kudos being reflected on Britain for the interposition, even though it was so humanly successful. The two countries also appear to donut the bona lides of Franco by bis action in going beyond the allies who have stood by him all through. But Franco is no mean diplomat, and he seized the opening offered by Britain, not for its immediate 'value —which was very great —but also for what might develop later. In another instance, Franco .while permitting Italian troops to gain ground for him, gave the honour 6f occupation to his own Spanish forces. That incident could not have pleased the Italians, but he would have ready a good'excuse, if not reason, the fear of arousing the Government supporters by using levies for the final victory. But although Franco has made a notable advance, and has secured a great prize in Catalonia, he still has some way to go for complete victory. Because of that, the Government, or so much as is left, has still the means of 1 holding out at Madrid. It is not unlikely that from there peace overtures are in progress. The demands by the Government are on lines which would be favoured by Britain and France, namely to keep foreign domination out of Spain at the close of hostilities. While that would he in keeping with the assuVance of both Germany and Italy, it does not appear there is the readiness by Franco to confirm such a settlement. In the course of events many of the Government troops driven out of Catalonia, have now gone back, prepared to join Franco’s forces. This suggests a desire for peace, and it would be expected it would he more pronounced throughout Spain after nearly three years of civil war and disruption. The loss and destruction on all ; sides has been tremendous, and Spain might well devote itself to rehabilitation without further sacrifices, which are now so futile. To prolong the conflict can add only to the loss and misery of the nation, and make the recovery more difficult. The overtures for peace, doubtless, are proceeding meantime, and it is to be hoped a way out will be found. To continue hostilities with the destructive bombing, can servo no purpose now and it is time discretion were shown by those in authority to end the waste of life j and energy 1 in what must lie a futile [ opposition. Franco can afford to be I generous in his terms, and must need

be if he is to enjoy a period of internal tranquility to permit the country’s recovery. It is an opportunity to bo magnanimous.
