In spite of the copious publicity that has been given to the increased postage rates on foreign letter mails, the Dost and Telegraph Department finds that the public do not all know of the change. In the Christchurch t'liiel Post Office are “fan-mail'’ letters which have been returned to the senders from the United States. One letter seen in the mail room b.v a reporter yesterday was addressed in a child’s .handwriting to Shirley Temple. A penny stamp only had been fixed and the studio had refused to pay 3d. as double the remainder of postage which will have to be paid by the sender. Letters for all countries outside the Empire require 2-jd in postage.
