OPINION IN WASHINGTON. WASHINGTON, July 20. That Mr Roosevelt Will break precedent and run asa,in for the Presidency is taken for granted! in Wasuing ton. He is travelling through the Western States by special train and will concentrate on cleaning up the political situation in the interests of the election. Strong Democratic delegations will be sent to Congress in November. But Mr Roosevelt’s lieutenants make no secrefc of the fact that he is reallytrying to make certain of a third term at the. Presidential claim in i 940. Mr Roosevelt’s associates no longer exhibit any concern about the outcome of the November Congressional election., Another Roosevelt triumph is confidently awaited. He lias money and power, Wall ytrret prices are rising, and business improving. Opponents of the New Deal are finding it difficult to obtain new arguments for use against the Administration’s methods. - Judging by the size and number of hands clutching at the Presidential coat-tails, New Dealers arc regarding the 1940 election as practically over and won.
