PARTS, September 22.
The Foreign Office states Pierre idsmartis, French Consul at Malaga has been detained by the insurgents, it is believed a reprisal for To.ueo.scu s arrest.
The expulsion of French journalists iTom iii.,.irgo?ils territory is expected. Severn! Frenchmen were arrested at San Sebastian. Spanish fascists attempted to cross the frontier at Henda.ve at night time, to rescue Toncoso. Mobile guaids were forewarned and rushed machine gun* to the centre ol the international bridge. The raiders advanced almost to the muzzles but retreated at the sight of steel helmeted guards, behind massed machine guns. Xew anti-aircraft guns and sound detectors have been installed at Hendaye, and transport lorries are being held in readiness. The popular front organisation has promised to aid mobile guards in an emergency.

BRITISH WARSHIPS RESPOND
LONDON, Septembei 22
A Tangier report states; British warships figured in the first incident under the new Mediterranean Patrol when they raced eight miles to the assistance of a French liner. the Kontmibia, which had sent an SOS, saying that an aeroplane was attacking her south of the Balearic's. Tim liner was bound from Corsica to Casablanca with 700 passengers. The vessel was not hit. The warships escorted her for some distance.

ARREST OF IREX GOVERNOR
PARIS, September 21
Uneasiness is felt following the arrest of General Toncoso, the Commandant of Trim, on the Franco-Span-isli frontier. The frontier is in a. ferment. The Spanish rebels are threatening, that unless he is released, they will cross the international bridge at Trim to rescue him forcibly. French Mobile Guards, protecting The bridge, have been strongly reinforced to prevent a serious clash. The Government hesitated over the arrest of General Toncoso, fearing grave consequences, bat At. C'hautemps (Premier') eventually agreed that it was imperative in the national interest.
A GIJON MOB
RAID AND KlkL HO,STAGES
ST. JEAN DU LUZ, September 22. There was an insurgent air raid on Gijon. A mob. angered bv the raid, stormed the Gijon prison. There, have been two thousand persons detained in the prison as hostages. Most of them are Franco sympathisers. Several of the hostages wore killed, Police restored order.
OBSERVATION SCHEME

Tile International Non-Intervention Committee approved the proposal that the International Hoard lx* authorised to give immediate effect to certain recommendations of an administrative character, designed to improve and strengthen the efficiency of the observation scheme, which was made bv M. Vanduhn.
The first group of recommendations relates to improvements of sea observation. The scheme is designed to reduce iho inconvenience to shipowners, caused by ?he obligations imposed upon them, under the scheme.
The second group relates to improvements urgently required in tin* conditions of service and remuneration of certain classes of 1 h'* international staff emnloved bv the Bon'd. The Admiralty has issued details of thirteen routes to be used by Brifish merchant shipping under the Nyon anti-piracy agreement. Xo special routes have been arranged for the Adriatic and Tyrrhenian Seas, where vessels are advised to follow the ord'narv loutes.
Five Singapore seaplanes of the No. 210 Flyine-bont Squadron have left the Pembroke dock for tlm Mediterranean to take part in the antipiracy patrol.
