The Daily’ Telegraph’s Bucharest correspondent says that Roumanian pick-pockets have Become alarmed at a police decision to paint their bands and ears an ineradicable rod. in order to check the increasing pockotpicking in Roumania. The pickpockets have held two protest meetings, demanding protection against this as being an ‘‘unconstitutional" measure.
