VACANCY BALLOTS SPANISH CLATM REJECTED. (United Press Association—By Electric Telegraph—Copyright;. (Received this day at 1.80 p.m.) GENEVA, September 20. The League Assembly rejected by 24 votes to 23 the Spanish claim re eligibility for election to tlie council, lor which a two-thirds majority was required. Five ballot, papers.were spoiled’.

'The Assembly also rejected by 2-3 votes to 23 Turkey’s request for reelection.

Peru and Tran are the only candidates for the seats vacated by Spain and Turkey. It is certain they will be elected.

Probably either Hungary or Belgium will be elected to tlie remaining seats.

Spain’s non-election to the council, was largely due to the breakdown in negotiations with South American countries which sought a speedy evacuation of refugees from the legations in Madrid.
