PLAN REJECTION.
BY ZIONIST CONGRESS.
(United Press Association--By Electric Telegraph—Copyright).
ZURICH, August 11
The Zionist Congress sat throughout the night debating the proposals of the British Royal Commission on Palestine.
It .was agreed that the partition plan a* it stands must be rejected, but there was considerable controversy as to whether the executive should be empowered to negotiate with the British Government on a modified partition scheme. It was eventually decided to submit a resolution instructing the executive to negotiate, but insisting that any new proposals resulting from this step must be submitted to the newly-elect-ed Congress. A sharp conflict of opinion marked the closing of the debate, Dr. Chaim Weizman resisted the absolute rejection of the partition plan.
He declared: “So far and no further can England go. The real thing is to make the best of what is offered. A Jewish State would be 'something to offer in negotiating for peace with the Arabs.” Dr. Weizinan has gone to Geneva to attend discussions of the Mandates Commission on Fridav.

By an overwhelming majority the Zionist congress adopted a resolution to authorise the executive to negotiate with Britain without undertaking any commitments. It must, however, report the results to the newly-elected congress.
