NAVAL PATROLS AN AGREEMENT REACHED. (United Press Association—By Electric Telegraph —Copyright). LONDON, June 10. With the receipt of the Italian Governments consent,, there is now eral' agreement aniorig the Powers to the 'naval control scheme, that negotiations on,the final text of the agreement ,on security should be completed in direct diplomatic talks in London. The' Foreign Secretary gave interviews to each of the Ambassadors ot the other three' Powers co-operating in patrol work finder the non-intervention scheme. These conversations, were preparatory to a joint meeting with Mr Corbin, Herr von.Ribbentrop and Count Grandi to-morrow, for the purpose of beginning the discussion of the formula for guarantees by the French, German, and Italian Governments. As to the proposals aiming at improving themvorking of>the' ; n‘ava] : ; con-5 trol scheme itself, the view of the •British Government is that they are not the exclusive concern of the four Powers. , The chief preoccupation in recent weeks has been a solution of the difficulties arising from the attack on patrol ships, so that the position could be restored, and the British Government, has not, therefore, found occasion to take a definite line regarding amendments to the scheme. Mr Euan Wallace, acting-chairman of the Non-Intervention Committee, replying to the Russian Note, points out that, in the British view, the procedure does not infringe the rights of the Committee, which did not dissent on June 7 when Britian suggested that the four patrolling Powers should discuss guarantees for ensuring, safety. Moreover, M. Maisky had been informed that the discus-. ; sions " would be confined to guarantees. ' 47.4 LONDON, June 11. In the non-intervention negotiations the ,crux of the question is the right of the patrolling warships to retaliate should they be attacked hy the Spanish forces. This it is understood, lias been settled by admitting the patrol vessels the right of immediate self-defence, but stipulating .that there should be no subsequent reprisals without prior consultation among thp four patrolling Powers. 1
