japan not to participate. (United Press Association—By Electric Telegraph—Copyright). (Received this day at 10.30 a.m.). TOKIO, May 20. The Foreign Office, Ministry of Agriculture, Ministry of Forestry, and Bureau of Fishermen, held a conference at which it was decided it would be more advantageous for Japan to remain outside, consequently she will not participate at the whaling conference in London.
