The “Cape Times” says that General Hertzog in his speech yesterday made it perfectly clear tlia-t there was no question of returning the mandated area of South West- Africa to Germany. Therefore', only two honest courses were open to the Germans in South West Africa. These were either to co-operate cordially with the Union, or to go elsewhere.
