There wn s apprehension m official circles to-(lay as eight Japanese destroyers. carrying a large number of marines, approached the coast. Residents of the settlement remained calm, but the danger of recurrence of “iucidlents” is not disguised by those carrying responsibility in Shanghai. . . Although Japan i.s still negotiating with representatives of the Chinese Government in an attempt to secure effective, protection for Japanese nationals, nothing tangible appears to have resulted. Japanese consular officials continue to. press their protests against the killing of a marine and the wounding of two others, and s ny frankly that this latest outrage proves that China is no longer able to protect foreigners in the country. - It is learned that the Japanese loreiim Office has denied emphatically that Japan gave the British Ambassador at Tokio (Sir Robert Clive! a -definite statement concerning Japan’s policy toward China. It is understood, however, that officials of the Japanese Foreign Office contemplate going beyond the mere protection of Japanese nationals m China and are considering a plan for Oie establishment of fundamental peace in the Far East.
