Dr. Page announced that lie is submitting m scheme for co-operation between the Commonwealth <and the States in the related activities conducted by tlie different Governments. It will be an expansion of the Loan Council principle. He is proposing the formation of councils consisting of the Ministers and Departmental heads controlling the different activities, in order to develop them on a national basis.
